NIOSH Fire Fighter Fatality Investigation and Prevention Program
In 1998, Congress recognized the need to address the national problem of work-related fire fighter deaths, funding the National Institute for Occupational Safety and Health (NIOSH) to implement a fire fighter safety initiative. The NIOSH Fire Fighter Fatality Investigation and Prevention Program (FFFIPP) conducts independent investigations of fire fighter line-of-duty deaths and recommends ways to prevent deaths and injuries. We are a public health program and do not enforce compliance with state or federal job safety and health standards or determine fault or place blame on fire departments or individual fire fighters. Since our program’s start, we have investigated approximately 40 percent of fire fighter deaths. Investigation priorities may change based upon the review of fatality data for leading risks to fire fighters and on fire service stakeholder input. Our objectives are to better identify and define the characteristics of fire fighter line-of-duty deaths, to recommend ways to prevent deaths and injuries and to disseminate prevention strategies to the fire service.
The National Institute for Occupational Safety and Health (NIOSH) National Personal Protective Technology Laboratory (NPPTL), established in 2001, is responsible for testing and approving respirators as well as conducting research on personal protective equipment, developing standards and creating guidance documents. NPPTL staff, with expertise in personal protective equipment, assist the Division of Safety Research in the Fire Fighter Fatality Investigation and Prevention Program by evaluating the self-contained breathing apparatus (SCBA) worn by fire fighters during incidents resulting in a line of duty death, serious injury or near miss. Several of the current research projects at NPPTL focus on fire fighter turnout gear, including cleaning and disinfecting, and lifecycle.
